Most of the programs that provide indicator menus are programs that have
a larger purpose: Evolution, Transmission, Gnome Power Manager, and so
on. Having a category for these would be a bit like having a category
for applications that use checkboxes.

These two would be excellent. The reason we don't have them right now is
that there is no way for Ubuntu Software Center to tell which packages
contain themes (for example) and which don't.

The USC specification shows how we categorize items based on the data we

So, what we need next is for someone to organize a way to tag theme
packages. One way to do this would be to ratify a Debian "Section:"
value for them.

Another way would be to implement debtags in Launchpad, so that they get
passed through to the official Ubuntu packages
<http://launchpad.net/bugs/57418>, and then to add a debtag specific to
all the theme packages.
