[Ayatana] the top-Panel and application-toolbars should be a different color



Has anyone explored the idea of making the top-Panel a different color
from the application-toolbar of the currently running application?

The top-Panel is an always present fixture of the Desktop, unlike a
currently running application's menubar or toolbar. Yet (no matter the
theme one chooses) the top-Panel and application-toolbar are always the
same color, resulting in a lack of disparity between the two. For
clarity and recognition, the Panel could be a separate color from
application-toolbars (or at least users could be able to make it a
different color). This will help the user easily recognize the Panel as
the always-present fixture which displays the "Window Title," "global
Application Menus," "Indicators," and so forth. When the panel is the
same color as the application then its controls lose clarity and
definition due to how they "blend in" with the application.
