A quick and easy idea. Using the same concept used in U1 brand for the USC.

The similarity with the U1 icon gives it coherence (as a Canonical
service) and the color change makes it different enough to avoid
confusion.
The arrow pointing downwards is a very familiar icon for downloads.
When it comes to getting software is probably more familiar than the
shopping bag and avoids the "commercial" aspect (a shopping bag is a
recognisable icon for purchasing goods, but it doesn't work well with
the idea of getting free of charge goods).
It is woth to notice that the amount of commercial applications in USC
is still (and probably will stay) pretty low compared to the number of
free packages available.

Additionally, this icon has a good readability in any size, which
doesn't seem to be the case with the current proposed icon.
