Manfred Hampl proposed the following answer:
The problem might be the epoch value in the version number of the
packages.

The Ubuntu original package of hostapd for precise is 1:0.7.3... which
is higher than any version without epoch number like 2.1

You could try setting the version number of your package to 1:2.1-1
