What Ubuntu release are you running?
If it is 14.04, try the terminal command
sudo apt-get install --reinstall synaptic libapt-inst1.5 libapt-pkg4.12
libept1.4.12 libxapian22
If it is 12.04, try the terminal command
sudo apt-get install --reinstall synaptic libapt-inst1.4 libapt-pkg4.12
libept1.4.12 libxapian22
and then try running synaptic from a terminal again, and report the
results.
