Try the terminal command
sudo apt-get install --reinstall libpython2.7-dev -f
and copy/paste all output into this question document as done before.
Remark: You are running Ubuntu 13.10. This release is already declared end of life (since July 17, 2014). You should upgrade to the supported release Ubuntu 14.04 LTS Trusty Tahr.
You can either do an in-place upgrade form 13.10 to 14.04 (which most probably requires getting the package management problems solved first), or you can do a new installation with Ubuntu 14.04 media, wiping all your data.
