Ubuntu 23.10 ("mantic") is not supported any more (it entered "end of life" status on July 11, 2024).
You have to correct your package management configuration and remove all references to mantic.
Your output shows even some other errors: There are also links to the repositories for "focal" (Ubuntu 20.04).
This does not make sense, if you are running Ubuntu 24.04 ("noble") and should be corrected as well.

For diagnostic purposes please provide the output that you receive for
the following commands:

uname -a
lsb_release -crid
grep -i -e focal -e mantic /etc/apt/sources.list /etc/apt/sources.list.d/*
cat -n /etc/apt/sources.list
cat -n /etc/apt/sources.list.d/ubuntu.sources
