I assume that your problem is related to the upgrade from kde5 to kde6 during the release upgrade from oracular to plucky.
I do not know why the upgrade process has failed to solve this during the release upgrade on your system.

Uninstalling all remaining kde5 packages should help.

What output do you receive for the command

LANG=C apt --simulate install -f
