[Bug 1220204] [NEW] speaker icon no longer displays mute status correctly

Impact: indicator icons stop updating sometime

Testcase:
- use a non US locale/keyboard
- start a guest session
- change they keyboard layout from the indicator
-> the icon in the panel should update to reflect the current layout

Regression potential: check that indicators icons are correctly listed
and updated

Selecting "Mute" from the sound indicator no longer updates the icon
properly.

For example, my sound currently isn't muted, but the icon shows a muted
speaker with an X beside it.
