DONE:
- turn wifi+mobile sync policy checkboxes into working app settings
- all 'sync policy' settings testing
- added context menus to files/folders
- enlisted various events in resources for EventQueue and partially ported
State machine with ConnectionManager

TODO:
- plug the state machine to the app via EQ
- move to next assignment (Publishing?)
