DONE:
- worked on integrating logic, connectivity control testing and influence on
queues
- wraped up downloads queuing, and then..
- branched latest SD version, rewrote ActionQueueCommand logic, cleaned up
some code and went on to adjust Upload command

TODO (next few days)
- end upload, adjust Download cmd to new AQC logic
- once downloads and uploads are working, either implement *Reupload command
(slightly modified Upload command) or get back to sync code, release
- transfers notifications

BLOCKED:
- no, but wanted/had to to rewire some of pieces that where changed in
latest unleash-the-queues-8 branch of SD
