DONE:
- - made Download cmd comply with storage limit preference (will work once
server starts returning real file size != 0 bytes) and limited minimum size
to 1MB
- - tried different places for throttling, finally settled with: upload
speed throttling in OIOConnector DataOutputStream, have to consult download
speed with server devs as I got web error 400 try again multiple times and
possibly doing something wrong
- - fixed int overflow in storage management activity

TODO:
- - consult and finish with throttling ASAP
- - size estimate before folder is marked as synced
