DONE:
- - researched at least for 2 hours Android bandwidth-intense background
service policies, but found little if nothing about preferred limits
whatsoever. #android-dev was equally clueless so I've settled with what
follows
- - somewhat smart choice of read/write limits on app start (60% of current
mobile connection bandwidth or user defined limit if manually set in
Preferences screen; unlimited for wifi)
- - refined Download command, much more robust and failure tolerant, moved
Downloads list to Download AQC class where it's place was instead of Request
Queue, thus improving readability; did the same thing with Uploads list, but
need to clean up Upload command as well.
- - some ActionQueueCommand(s) related documentation

TODO:
- - clean up Upload
- - move sync to AQC (this should fix 3-4 reported bugs related to premature
service shutdown)
