Getting cache directory lists right

Hello...
I spent sometime looking at the cache lists. I discovered that pyinotify
is not doing its job on Karmic. Either the callback function are not
registering or inotify is not working quite right. I need to look a
little longer to determine which.

Now, a quick fix would be to just os.listdir each time we need a cache
list. I am wondering if this is good interim solution while pyinotify
issues get sorted or if there is a better solution to the problem.

Based on feedback or lack thereof, I will pursue the best course. For
those who want to check the current state check out apt.py in
aptzeroconf.
