Apparently you can't map major or minor versions (i.e. a.b.c.d, only c and d can be mapped) in a single config file, so you either need to add a second policy file for policy 0.1.0.0, or don't bump the version at all & rely on package management to do the versioning via the "dh_makeclilibs -V" in debian/rules
