Review: Approve code and principle, not tested

The code and the principle look sane, but I don't have the opportunity to test it.
I'm trying to get in touch with our bank's IT department but things take time with this kind of folks.
So I'd rather not block this proposal, and I'll file bug reports or improvement proposals later whenever I have a real case of re-use.
