All of the code has been fixed. There are some DB permissions missing on
the cleanup script, but after the script runs (over the next few days),
this bug will be fixed.

Bug description:
The special string "translator-credits" cannot be manually translated. It would be marked as "translated", but it is marked as "untranslated", what means percentage < 100%.
