  ubuntu budgie zesty ubiquity crash when installing locales

Status in budgie-welcome package in Ubuntu:
  Fix Released

Bug description:
  very similar to #1654368 - but now running the latest 17.04.2 ubiquity
  package with the ubuntu budgie updates.  Unfortunately same as before
  - have to prefix sudo in-front of ubiquity for the installation to
  succeed.
