Please can you clarify what you meant by "Was not able to update some
packages although I knew new versions exist"?

How did you update?

Budgie Welcome would be running "sudo apt update" behind the scenes i.e.
forcing an update.

This should be the same thing you do on a first install - its part of
the budgie welcome wizard to check for updates.

Bug description:
  I did a fresh install of Ubuntu-Budgie 17.04 yesterday. Was not able
  to update some packaes although I knew new versions exist. Then I
  changed the theme to material (adapta) from budgie-welcome and after
  that software updater installed following packages. Note that they
  weren't available before changing the theme. Software updater kept
  telling me all packages are up-to-date.

  libbudgie-plugin0; libbudgie-theme0; libraven0; budgie-core; gir1.2
  -budgie-desktop-1.0; budgie-desktop-common; budgie-indicator-applet;
  budgie-wallpaper-zesty; budgie-wallpapers; budgie-welcome.
