fixed partially in 17.04 with budgie-desktop 10.3.1 available through
backports

There is also a calendar applet that allows you to define your own
format - will be made available with budgie-desktop 10.4

Bug description:
  Hi,

  I like to have the date displayed besides the time. The option is not
  available from the Budgie interface (from what I saw). But this can be
  achieved by changing the dconf key:

  gsettings set org.gnome.desktop.interface clock-show-date true

  In the "Time and Date settings" of Budgie, we should be able to enable/disable that feature and also these dconf keys:
  - clock-show-seconds
  - clock-format
