  Top panel oversized when app Wallch installed

Status in Ubuntu Budgie:
  New

Bug description:
  When app WALLCH installed, top panel becomes oversized and it cannot
  be changed. Once app is unistalled and computer reseted, top panel
  goes back to normal preset size.
