This is a known issue upstream.

The workaround is to disable the print screen button in keyboard
settings and then create your own "print screen button" custom keyboard
shortcut to gnome-screenshot.

  Print screen key does nothing ?

Bug description:
  Hi,

  Here is Ubuntu Budgie 17.10 64 bits.

  Hitting the « print screen » key does … nothing.

  Although that key is set to save a screenshot in pictures folder, in
  system settings / keyboard.
