  Notifications timeout too fast

Status in budgie-desktop package in Ubuntu:
  New

Bug description:
  All Budgie notifications (Chrome, printers, etc) are timing out fair
  quickly, in about 3 seconds, even when I have the ability to sent the
  length (in the Pushbullet extension in Chrome, for example, for 30
  seconds).  This is independent of application our source or topic.  I
  asked in chat and there was the suggestion that this duration may be
  set by the application, but it's too uniform across the board to be
  the case, especially as this behavior (for example, in Chrome) works
  correctly in other DE's such as Gnome.
