Bug description:
  (As seen in the latest daily build of 32bit Ubuntu Budgie)

  Under "universal access", various features work as expected (e.g
  turning on high contrast, or large text). However, pressing the toggle
  button for the on-screen keyboard has no effect.

  Please note that another Ubuntu Budgie user has noticed this issue
  also - see comment #5 from Bug #1687900, dated 6th October 2017.

  
  Further, this bug is possibly related to Bug #1726453.
