Actually it is not a bug but a feature of the GNOME 3.28 stack.

We cover this here on our support forum with an answer of what you can
do if you want to flip to the old way of working or back to the new two
finger tap method for right clicking

  touchpad right click button

Status in Ubuntu Budgie:
  Invalid

Bug description:
  version used: ubuntu-budgie-18.04-desktop-amd64.iso
  hardware used: Dell XPS13 notebook 

  problem: Touchpad right click button does not function on any areas or
  application.

  test done: installed usb mouse and it works flawlessly , did a system
  update and problem still persist
