I should have closed this in 18.04 earlier - 18.04 now has an Install
Language button available in gnome-control-center

Bug description:
The Region & Language GUI indicates that you can switch to any display
language, but if you select a language which is not already installed,
it fails.
The GUI seems to be the GNOME one, so it may be worth mentioning that
there is an Ubuntu specific patch in gnome-control-center which
installs the selected language unless it was installed previously.
