Public bug reported:

When an app is opened, Plank does not update and does not show the
freshly opened app in the dock.

I can switch desktops to cause Plank to update and show all open apps.

I even reinstalled my OS to try to resolve this.

Plank works for some time, then starts to fail.

Some info:
Dell XPS 9370
Ubuntu Budgie 18.04.1 LTS
Pixel Saver and Global Menu budgie applets installed (Plank still bugged if I remove these)
Gnome 3.28.2
Budgie Desktop 10.4
