[Bug 1809264] [NEW] gnome-online-accounts not installed in minimal

Public security bug reported:

I'm not sure if this is intended or not. But after a fresh install of
Budgie 18.04 minimal I couldn't get any online accounts to save. It
presented an error message when using the wrong credentials. When using
the correct credentials the settings dialog for the account just
disappeared but nothing saved. The problem was that gnome-online-
accounts was not installed when installing minimal.

After sudo apt install gnome-online-accounts and a reboot it works.
