QogirBudgie is available now as a theme to be selected via budgie
desktop settings

Remember 19.04 at this point is subject to change and only install if
you are prepare to test and feedback... and reinstall at any point.

  unable to interact with the top bar items

Bug description:
  Hello, testing out Ubuntu Budgie 18.04 Alpha 01. Nice new desktop time
  and date :) The top bar initially responded and allowed me to see the
  brisk menu, but subsequently became unresponsive. I tried both the
  trackpad and an external USB mouse. I had to finally push the power
  button on my 2010 Core 2 Duo Macbook to escape from this Alpha. The
  Ubuntu MATE 18.04 Alpha responds to all of these tests, so I think it
  is valid to say it might be the Budgie desktop, and not the underlying
  Ubuntu.

  I realize it's a work-in-progress - keep going! Looks like a good
  start to 18.04 :) - Jason

  This is the 02/04/2018 build, 64 bit download using Etcher 13.1
