Marking this as resolved in 19.04 - you now have the ability to set
volume above 100% in budgie-desktop-settings

  Sound volume returns to default after PC reset

Status in budgie-remix:
  Fix Released

Bug description:
  I set sound volume for 110 -130% but all time PC is reseted its volume
  goes back to default value (less than 100%)
