  Unable to install a couple of themes 19.10 beta

Status in Ubuntu Budgie:
  Fix Released

Bug description:
  To reproduce:

  Install Ubuntu Budgie 19.10 beta, sudo apt upgrade && sudo ap

  Open Budgie Themes

  Try and install either Evopop Theme or Material Design (Vimix) and
  both will fail.  A notification will appear stating "Failed
  installation of evopop-theme" or "Failed Installation of material-
  vimix-theme.

  All the other themes will install correctly.

  Great work on 19.10 though, damn it's fast and smooth!
