This has been closed upstream as a mutter issue.  Thus closing this
since 20.04 incorporates a new mutter.

Feel free to reraise upstream if it is still an issue on 20.04

  Menu Fails to Launch Applications

Status in budgie-desktop package in Ubuntu:
  Invalid

Bug description:
  Budgie menu should open and launch applications that are selected.
  Menu should accept keyboard input in search field to locate
  applications by name.

  Budgie menu opens and closes after clicking on an application but does
  not launch the application selected.  Also, application search field
  at top of menu does not accept keyboard input.
