That is a deliberate design decision.

Looking for Settings - or individual components like
display/mouse/bluetooth is found to be simpler via a search.  This also
unclutters the menu with icons rarely used.

  Gnome Settings does not show on the  menu

Bug description:
  On the live session or after install of Ubuntu Budgie 21.04 Beta with
  the Portuguese Language the app gnome settings does not show up on the
  menu, the only way to run it was to write manually the name of the app
  "settings".

  This test was done using the last iso daily-live/20210406/ on a
  virtual machine using virtual manager.
