[Bug 1969267] Re: Applications won't move to second monitor when Hide Dock is disabled

Basically the struts calculation is confused with your layout.

Needs someone to dig in and resolve.

Title:
  Applications won't move to second monitor when Hide Dock is disabled

Status in budgie-desktop package in Ubuntu:
  Triaged

Bug description:
  Plank is on the left on the primary monitor.
  Secondary monitor to the left of the primary monitor.
  When disabling "Hide Dock" i can't move applications to the second monitor.
  There's also some other weird behaviors like there's a rectangle on the second monitor bottom left which can't be used. 
  And if applications are moved to the second monitor and then the Hide Dock is disabled, they "minimize" the application and move it to the top of the screen. 
   
  See the attached video for examples.

  If Plank is on bottom, right or top there is no issue moving windows
  to secondary screen. Doesn't matter if the alignment is Fill, Start,
  End or Center.


  GPU: RTX 3080
  Driver: Nvidia-driver-510 (proprietary, tested)
  Budgie desktop 10.6.1

  I've managed to reproduce this on 21.10 and 22.04. Currently on 22.04
  (everything up to date).
