[Bug 2038094] Re: Power settings popover does not match Control Center

Verified on yesterdays mantic install.

Upstream commit that resolves this is here
https://github.com/BuddiesOfBudgie/budgie-
desktop/pull/434/commits/d5ea0fd43934d5bd11e1669bbee0d1b9618b793a

Give the low risk nature of the fix - suitable to be included before the
release

Title:
Power settings popover does not match Control Center

Status in budgie-desktop package in Ubuntu:
  Triaged
Status in budgie-desktop source package in Mantic:
  Triaged

Bug description:
On Budgie Desktop v10.8, the Power Settings popover from the Status
Indicator Applet does not always reflect the correct mode shown by
  Budgie Control Center's power panel.

  Ubuntu Budgie Mantic Minotaur 23.10
  budgie-desktop 10.8-2ubuntu2

  Steps to reproduce:
  - Fresh install of Ubuntu Budgie Mantic running on a laptop
  - On initial login, click the battery icon to open the power settings popover
  - Power Saver mode is selected
  - Open Budgie Control Center
  - in BCC, the mode is correctly shown as Balanced

  What I expected to happen:
Popover mode should match the mode show in Budgie Control Center

  What happened instead:
Popover showed Power Saver while BCC showed Balanced.

This appears to be an issue of the applet simply defaulting to showing
"Power Saver" mode on login regardless of the mode that is currently
  active.
