I've wondered about this myself. Mathieu Trudel-Lapierre, cyphermox on
#freenode, is the Ubuntu developer currently working with network
manager and is the best person to ask. I believe he is also subscribed
to the general Bug Squad mailing list so you could ask there. Please
let us know what you find out!
