The only thing to do there is to actually test I think. Build a small
test app that uses a platform's fsnotify or equivalent API to watch
for changes in a large tree and see what its performance is like.

I have one doubt though: if FileSystemWatcher looks into subdirectories then it will be triggered on any change inside .bzr directory. IIRC some read-only operations will create/delete lock dir/file inside .bzr. Therefore it will trigger false positive alarms, IIUC.
