I think that they should be included. Bazaar continues to talk about how it is version control that Just Works and having to install dependencies like this greatly reduces the "Just Works" factor. I think that the only reasons for not including dependencies are in cases such as Qt/PyQt where the technical difficulties and size of the download are limiting factors.
