Installers for windows are now available in the same location.

There are no plugin version changes from bzr 2.5b3 which had rather
delayed packaging for windows. Hopefully it had just long enough out
to confirm the current set of plugins work okay.

I tried to resolve an issue with placing the runtime libraries in the
base install directory, which can interfere with other programs if
it's added to %PATH%:

However I had to back out the change as Qt can't find the C++ runtime
unless it's next to the executable.
