Windows installers are now available in the same location.

I had to give up on actually getting translations working as, despite
poking, the buildout junk takes ages and refused to play along with
installing .mo files. I have some merge proposals up but stuff
obviously still needs fixing, perhaps in both the bzr setup.py and in
the installers build.py script.

Plugins and dulwich have been updated to trunk versions.
