I'd like to have more fine grained control on what plugins are installed/enabled. Today bzr has no way to disable plugin other than remove it from plugins folder. It has its own pros and cons, but it's definitely (little) problem if you want to keep your plugins base lean to avoid longer startup time of bzr.
I personally don't use bzr-svn regularly and don't use TBZR, so I'm building my own custom bzr.exe installer, even without netrc plugin.
There is problem with Inno Setup re selecting plugins to install: AFAIK it does not have a way for hierarchical components list to install. Maybe it's possible to implement such support with some customization (or even with 3rd party extensions for Inno Setup) -- I don't know for sure. This is why I did not implement it in the past.
