Document Explorer is also used by third parties.
Borland/CodeGear/Embarcadero have been using it for Delphi and
C++Builder since 2005. It's slow, a memory hog and I don't recommend it
but it is supported from 2k to Vista. From what I read on MSDN, MAML is
just a markup language that can be converted to HTML Help or Help 2
formats and HTML Help is still the recommended format for applications
that don't need to integrate with the Help Center or Visual Studio.

I can help with Win2k (my home development box) and maybe XP (work)
testing for Bzr, QBzr and Explorer.
I can also help with InnoSetup scripts if needed.
Thanks,
Dave.
