It ReST and then some - sphinx has extensions like toctree that are core
to its operation and standard ReST doesn't understand them. The pattern
is essentially

   make latex
   ...

but the Sphinx configuration file (conf.py) needs tweaking first to tell
it exactly what the 'book' entry points are (User Guide vs User
Reference vs ...) so that everything isn't put into a single mega
document. You can also nominate logos to go on the cover pages, etc. As
I said, not hard, just not done.
