[RFI] Explorer toolbar icons consistency

Right now, Explorer has 4 submenus on its toolbar corresponding to the 4
submenus in the Bazaar menu:

* Start
* Collaborate
* Explore
* Work

1 and 3 have a default action while 2 and 4 don't - they always show the
menu. I'm thinking of making all of them always show the submenu. Any
objections?
