For those who interested I upload my custom bzr.exe built from this 
branch: http://bzrdev.bialix.com/bzr-1.18-osf-setup.exe

NOTE: there is no tbzr, no bzr-svn plugin, no netrc plugin, no QBzr 
plugin, no Qt libs there.
