Getting a working environment is rather tricky. Once you have it,
building the actual installer is just:
  make installer-all PYTHON=/cygdrive/c/Python25/python

Which builds all of the installers (standalone, + existing python install).

It doesn't yet build the 'nonadmin' self-extracting executable. Though
for that, I just use 7zip and compress the 'win32_bzr.exe' directory.
