Thanks to everyone for their feedback on the chm file made available
last week.

I've split the documentation into 4 to improve rendering and searching:
English User Docs, Spanish User Docs, Russian User Docs and Developer
Docs. Matching chm files are now available for testing from
http://doc.bazaar-vcs.org/bzr.2.0rc2-downloads/.

Note: The 'index' is still empty in each of the CHM files. I'll look to
fix that post 2.0.
