It seems this is "expected" behavior, because full installer with bzr.exe does contain this module
and pygments and everything else. Maybe because of TBZR dependencies. This is clearly my fault in
bzr.dev/tools/package_mf.py and bzr.dev/setup.py, but it was not problem so far.
