some notes on your changes.

Revno.12: Improve QBzr description to minimise risk of accidentally 
turning it off

Even if user will explicitly unchecks QBzr from plugins it will be 
installed nevertheless because I've described it as dependency for 
bzr-explorer and tortoise. So QBzr will be installed every time other 
tools installed as well. I've tested it.
