I'm dogfooding 0.3rc these 2 days and it works well.
I hope installer including 0.3 is released soon.

But bzr-2.0 is going to release now. What version of TortoiseBZR is
included in bzr-2.0-setup.exe is bzr-windows team's decision.

To bzr-windows:
I'll tag release-3.0 on lp:tortoisebzr/3.0 after sending this mail.
Can you test this before releasing bzr-2.0-setup.exe?
